The reason GTA iv does that is because it only recgonizes 2gb cards and is unable to calculate above that.

right click on gta IV in steam and h it properties then hit set launch options and put this in -nomemrestrict -norestrictions that will solve it.

Navigate back to the game folder, go into TBoGT and move all the files from there into DLC/TBoGT/content, then navigate back again, go into TLAD and move all the files from. Inside each of those folders, create a folder called content.

First, make a new folder in your game dir called DLC, inside of it make 2 folders: TBoGT and TLAD. Apparently this is considered the best version which is best optimized and the least buggy and graphics closer to the Xbox 360 version.
